SC2 has an offline mode after your initial login onto bat.net. Dunno if the single player campaign is available as Bob Dole has not played it but the Single player vs. AI is available for play without an internet connection.

Bob Dole's never had an ISP with a bandwidth cap. EVER. So far he's used Cox and Charter, neither have caps.
Bob Dole's infinite wisdom and knowledge says this game is based on the comic books. TV show has already strayed way off from the story of the comics. This game hasn't (yet).
There are so many multi-platform engines running exclusive (or timed exclusive) games. Wouldn't it be sweet if MGS5 was a multi-plat and released on PS3 AND PS4 at the same time? Bob Dole thinks this would be the ultimate multiplatform game!

Bob Dole hasn't read any reports that this DLC will not come to consoles. The comparison you just made doesn't apply until NB gives it to PC for free then charges consoles, which most likely won't happen.
